How I see it reading between the lines and in a sort of nutshell, Matt is suggesting the Nina signal is shifting and perhaps temporarily breaking down in the Central Pacific, meaning our cold chances are less likely to be hindered?

Yes and I think its also vague enough so he's not nailing his colours to the mast so to speak, as in if it doesn't work out one could say it was a potentially confusing and complex situation to begin with....

He says (in my opinion) the MJO is moving to the Central Pacific. That's phase 7,8,1. So he is not talking about La Nina.

Lots of reasons later in hindsight (as in when we look back in March perhaps) to say one thing must have overridden the other... Just to be a bit conservative in outlook rather than overly optimistic.
