what does it mean when there is lowlevel cloud with a storm moving very fast

The low-level messy stuff is scud. It often travels in the opposite direction of the storm, like what happened here yesterday, showing the shear in the atmosphere.

I think the sky here in Southampton is just confused as thinks raining cats and dogs means cat shaped clouds

Definite shelf cloud developing over me, very much an outflow dominant system. Will try and get photo if I can.

Huge drops of rain now. Already at 18.8mm for the day, it's bound to go above 25mm again. So much rain in 10 days!

Had some rotation on top of me earlier. I'd presume a scud but not sure if anyone else has any differing opinions.
