Given this farcical approach to naming storms, as Ellen was missed out because this is a southerly tracking low, do we go back to Ellen for the next one, that misses Ireland, and Iceland, and the Netherlands and Spain but means the MetO get to name it?

It's not farcical - France and Spain have had storms that have not impacted us so they are up to J.  The country it hits first gets to name it and the point of naming it is a psychological one to get people to take it more seriously.

This storm was nowhere near Spain, in fact here on the south coast it was by far the nicest day of the last 2 weeks or so

Warning categories on Aemet - No scientific basis for this, just experience of 4 years, yellow warnings for costal effects, waves and wind tend to be overplayed I've travelled to see the waves (on Amber warning days) at good locations like Cabo de Palos only to be disappointed, very similar to a normal day at Lands end, however rainfall I find can be underplayed, an Amber risk can be quite easily turn red and huge quantities of rainfall can amount

Spain did have a lengthy spell of wet and windy weather across the country with various wind/wave warnings for the north coast. The main low was closer to Ireland/UK but Iberia still had notable weather for them in February.  Need to be quick off the mark.

UK or Ireland or Netherlands can still name Storm Ellen if it fits their criteria. It may affect other parts of Europe.
