Oh i dunno, snow is snow.  I would still say i had snow if it doesn't settle. Cos sometimes it's just nice to see it fall.

Been in the club for 3 years, though seen it fall it has never accumulated. Its been snowy around us, yes! However, an elevation of twenty meters drops our chance significantly, especially in these times.
