True but 09/10 was a winter which got underway in Mid December and didn't require a technical SSW (or nothing super strong anyway), the 12/13 one would have ended mild and zonal if it were not for a strong wave 1 SSW in mid Jan, so when the zonal winds are weak now, it gives you a better chance of blocking earlier in the season. perhaps he is referring to the USA more than the UK, where you can get very cold weather in some places in North America without huge blocking patterns.
