Tropical Depression 16E has formed southwest of Baja California. The depression has some fairly disorganised convection associated with it, but now has a well defined circulation. 16E is racing north-northeastwards towards the Baja California peninsula where landfall is expected within the next 12hrs. Given the disorganised convection and moderate shear plaguing the system, 16E is unlikely to become a tropical storm before landfall. However, this doesn't mean that 16E won't deliver potentially flooding rains to the region.
