Started as sleety rain here but is now proper snow and the flakes are huge!

It's starting to settle on cars and grass but sadly most other surfaces are soaked so it's melting on impact.

So now the ground is wet, what is needed for snow to settle on roads and pavements? Dry surface, heavier snow, colder temperature, lower dwe points or all of the above?

It turns to snow very quickly in heavier PPN but back to rain when it gets lighter again, flakes are pretty darn big at times
