Vast reservoirs of fresh water found beneath the ocean floors could potentially be tapped to provide drinking water to parts of the world that face shortages, according to researchers in Australia.

Given the cost of extraction its hard to imagine it being a cheaper option than desalinisation.

Rather depends on the quantity involved I would imagine and the logistics. Rather early to calculate that. Plus if you have to supply hundreds of thousands of people desalination is not that efficient.
