Explanation Of Atd Lightning Detector

I would be grateful if someone could explain the lightning detector to me

When I load the page I get date, time and strike rate

At the moment its 30th June at 5.05 pm

Strike rate/hour is 12

the index has red cross is 1-10 minutes all the way upto the blue cross 51-60 minutes

At the moment there is a blue cross over the North sea

Does this mean there was a lightning strike over the North Sea between 51 and 60 minutes before 5.05 pm

and that the current strike rate over the whole country is an average number of 12 strikes per hour

Please confirm if this is true- or correct me if i am wrong
