Invest 95W has become better organised overnight and has been designated the nineteenth tropical depression of the record breakingly quiet 2010 season. Intensity is 25kts, and despite the favourable environment of low shear and warm sea temps, 19W has only about 24hrs over water before landfall over Vietnam, so little strengthening is likely. 19W may briefly become a tropical storm but is forecast to intensify slightly and remain a tropical depression through landfall. With expanding convection over the LLC, some high rainfall totals are likely over central/southern Vietnam over the next day or two.

19W failed to intensify at all and instead dissipated under moderate shear prior to landfall. Some rain is still likely, but shouldn't be a major concern.
