UK Outlook for Wednesday 10 Oct 2012 to Friday 19 Oct 2012:

Unsettled conditions will move into all areas, after perhaps a dry start across the northeast of the UK. The rain will turn heavy at times and be accompanied by strong winds before brighter but showery conditions will follow on behind during Thursday. Temperatures will be around average but feeling cold in the wind and rain. This pattern of occasionally heavy spells of rain, alternating with brighter, showery interludes should then continue throughout the period for many. However from the middle of the month, some drier and brighter weather may develop across the south and southeast. Temperatures remaining close to average for most parts, but perhaps becoming rather warm by day in the south and east, this though may be offset by colder nights and possibly some fog.

UK Outlook for Thursday 11 Oct 2012 to Saturday 20 Oct 2012:

Heading into next weekend, it will turn very unsettled and windy with rain, heavy at times for many, and a risk of gales across the north and west. Some drier and brighter interludes though will develop at times, mainly to the east of high ground. Temperatures generally around average but feeling cold in the wind and rain. Heading into the middle of October a north-south split is likely to develop with northern areas remaining unsettled with rain or showers at times. Further south is likely to be more settled with some dry and bright conditions developing. Feeling rather cold nationwide initially with some chilly nights possible in the south, giving the risk of some frost or fog. However temperatures should return to nearer normal towards the end of the period.

UK Outlook for Tuesday 30 Oct 2012 to Tuesday 13 Nov 2012:

Indications are that through the end of October and into November mixed autumnal weather will continue to dominate across the UK. Some drier and less unsettled spells are likely, particularly across eastern and perhaps southeastern parts of the UK for a time. There will, however, also be showers or longer periods of rain affecting most parts but more especially the north and west. Overall the rainfall signal is for near normal amounts through this period. Temperatures are likely to be around average for the time of year, with some chilly nights possible with mist and fog patches developing and the risk of some wintry showers for upland parts of Scotland

Probably because next week will start of above average and end below average.

They've just gone a round about way of saying that.

perhaps if you carefully read the whole bit about temperatures?

UK Outlook for Thursday 25 Oct 2012 to Saturday 3 Nov 2012:

Many places cloudy but dry initially with temperatures near normal, although some drizzle in the east still possible. However, rain turning to snow over hills in Scotland will push south bringing a spell of cold and windy weather by the end of the week to all areas. The northeast of the UK will see wintry showers at times. Bright and dry elsewhere but with widespread overnight frost likely. Largely fine but rather cold conditions are expected for the rest of the month across much of the UK, with overnight frost continuing. Showers may continue to affect the northeast, wintry over hills. The start of November will most likely see a slow transition to more unsettled conditions from the west with temperatures recovering slightly.
