Looks like a Cumulus base with some stratus scud just below, or even a tower in the distance obscured by some scud that makes it look like a ring, but its hard to tell.

It looks badly photoshopped but clouds like this can appear; I found this:

The rising air from a thermal punching a hole in the cloud layer.

You'll see this a few times each year if you just look for it.

Tbh H, your 'photoshop' theory sounds the most realistic...the whole thing looks a tad too CE3K to me. Why didn't all those Muskovites report such a strange phenomenon??? :wallbash:
